Per capita spending on insurance in Saudi Arabia grew 4.8% to SAR 2,367 in 2025, compared to SAR 2,259 a year earlier, the Insurance Authority (IA) annual report showed.
Per capita insurance spending is calculated by dividing gross written premiums (GWPs) during the year by the total population.
Average annual per capita spending on insurance services recorded a compound annual growth rate (CAGR) of approximately 18.5% between 2021 and 2025, rising from SAR 1,200 to SAR 2,367.
Health insurance accounted for 57% of total per capita spending in the sector last year, followed by general insurance with 33%, as well as protection and savings insurance with 10%.
The IAreport explained that the insurance penetration, which is represented by the ratio of total insurance premiums to non-oil GDP, declined to 2.25% in 2025 from 2.59% in 2024.
According to the IA, the decline did not reflect a contraction in insurance activity, as gross written premiums (GWPs) rose by around 11%. However, non-oil GDP expanded at a faster pace, supported by growth across non-oil sectors and activities.
The National Insurance Sector Strategy aims to increase the sector’s contribution to non-oil GDP to 3.6% by 2030.
