Speaking during a ministerial panel discussion at the WPC Energy Congress 2026, Al-Saif explained that gross fixed capital formation nearly doubled, rising from SAR 704 billion in 2020 to SAR 1.35 trillion in 2025.

The non-government sector’s share of total investment increased from 59% in 2017 to 77% in 2025, he added.

The minister also noted that foreign direct investment (FDI) in promising sectors in the Kingdom grew by 162% over the past five years.

He highlighted that, in the energy sector, total installed renewable energy capacity increased nearly sevenfold, from 2.8 gigawatts in 2023 to 19.3 gigawatts in 2026.

According to Al-Saif, investments in energy, pipelines, transportation, and digital networks provide companies with alternative routes and options, helping ensure continuity of supply and the smooth flow of trade.

He noted that the industrial and energy hubs of Jubail and Ras Tanura, along with King Abdulaziz Port, integrate energy, processing, manufacturing, and markets, enabling more added value to be retained within the Kingdom.

The minister further outlined three priorities for the next phase, namely policy clarity, strengthening intersectoral integration, and expanding the participation of domestic and international investors.
