Saudi Arabia plans to continue raising funds in domestic and international markets through public and private channels, including bonds, sukuk and loans at fair cost, the Ministry of Finance said.

In its preliminary statement for the 2027 budget, the ministry said the government also plans to expand alternative government financing in 2027 and over the medium term through project financing, infrastructure financing and export credit agencies.

Details of the government’s 2027 borrowing plan will be released by the end of this year, the ministry said.

Saudi Arabia follows a strategic debt management approach by diversifying its funding sources across domestic and international markets, helping deepen the local market while ensuring sufficient liquidity to meet financing needs efficiently and sustainably.

In 2027 and over the medium term, the government will borrow through public and private markets to continue supporting spending priorities and meet its financing needs.

The debt portfolio is expected to increase in a measured manner by the end of fiscal 2027, while maintaining its sustainability, according to the statement.

The ministry also said Saudi Arabia aims to secure its financing needs across various domestic and international markets at fair cost, providing additional fiscal space that can be tapped when needed.
