Saudi Arabia’s global competitiveness was strengthened by regulatory, legislative, and structural reforms. The Kingdom moved forward more than 20 places in the 2025 IMD World Competitiveness Ranking to 17th rank.
The improvement was driven by a more attractive business environment, streamlined procedures, greater transparency, and stronger support for investors and entrepreneurs.
Saudi Arabia’s overall ranking in global competitiveness advanced from 32nd in 2021 to 17th in 2025.
The advance also reflects continued reform momentum, with government efficiency improving from 24th to 17th. The infrastructure ranking rose from 36th to 31st.
