The Real Estate General Authority (REGA) clarified the geographic areas where non-Saudis are permitted to own real estate, following the Cabinet’s approval of the executive regulations governing non-Saudi property ownership and the designated geographic zones.

In Makkah, the approved areas include Abraj Makkah, Al Manar, Burj Ajyad, King Salman Gate, Tilal Village, Jabal Omar, Thakher Makkah, Smou Suburb, Masar, and Makkah Zones 1 and 2.

In Madinah, the approved areas are Gharra, Madinah Zones 1 and 2, Al Mahwa, Darat Al Hijrah, Downtown Madinah, Diyar Al Maqar, Rua Al Madinah, Knowledge Economic City, and Mishraf.

In Riyadh, the designated areas include Qiddiya, New Murabba, Sports Boulevard and Arts District, Diriyah Gate, King Salman Park, Sedra, King Abdullah Financial District (KAFD), King Salman International Airport, and the Transit-Oriented Development project.

In Jeddah, the approved areas include Central Jeddah, in addition to Development Areas 1 through 55 across Jeddah Governorate.

In AlUla, Areas 1 through 17 are open to non-Saudi ownership.

The approved geographic scope of giga and major projects across the Kingdom includes NEOM, AMAALA, and The Red Sea.

Within the geographic boundaries of special economic cities and zones, the permitted areas include Jazan Special Economic Zone, Ras Al Khair Special Economic Zone, King Abdullah Economic City Special Economic Zone, and King Abdullah Economic City.
