The Capital Market Authority (CMA) issued a list of the main inquiries received related to the authorization applications to carry out commodity exchange activities in the Kingdom, and its answers to these inquiries, according to a statement.
This is for the purpose of allowing those interested in this field to be informed about the different aspects related to the authorization to carry out commodity exchange activities in the Kingdom, and sharing the knowledge between the interested parties in the Saudi capital market.
CMA earlier announced it started receiving applications for authorization to carry out commodity exchange activities in the Saudi market, as from July 1 for a period of 123 days, until Oct. 31, 2026.
The regulator said it intends to grant one license to operate as a commodity exchange in the Kingdom during the current application period, in line with the structure of the capital market and with consideration for investor confidence and the stability of licensed markets.
The CMA indicated that the Commodities and Metals Market is a financial market licensed by CMA to conduct market activities involving the trading of commodity and metals derivatives contracts in the Kingdom, in accordance with the provisions of the Capital Market Law, the Regulation on Securities Markets and Depositories, and other relevant regulations and rules.
The fees associated with obtaining the license are divided into: A SAR 25,000 application review fee, payable once upon submission of the license application, and an annual SAR 300,000 license continuation fee, payable if the license is granted and remains in effect, in accordance with the applicable provisions and deadlines.
The CMA further stated that there are no specific types of commodity or metals products prescribed for derivatives contracts. Applicants may specify in their license application and business plan the commodities and metals they propose to underlie the derivatives contracts, along with the rationale for their selection, the proposed products, the expected scale of activity, and the timeline for their launch.
In this context, CMA pointed out the importance of referring to/relying on the Capital Market Law and its relevant implementing regulations in order to have a comprehensive understanding of the regulatory aspects related to the authorization to carry out commodity exchange activities in the Kingdom.
