Saudi Arabia’s Cabinet approved today, June 23, the executive regulations of the law governing real estate ownership by non-Saudis.
The Cabinet also approved the geographic zones in which non-Saudis will be permitted to own real estate, the Saudi Press Agency (SPA) reported.
According to data available to Argaam, Saudi Arabia’s law regulating real estate ownership by non-Saudis came into force on Jan. 22, 2026.
The Real Estate General Authority (REGA) had published the draft executive regulations for the law on “Istitlaa” public consultation platform in August 2025 to gather feedback from stakeholders.
The draft regulations comprise 15 articles outlining the procedures governing property ownership by foreign individuals, companies and non-profit entities. Key provisions include, procedures for non-Saudis to acquire real estate, fees applicable to real estate disposals by non-Saudis and a schedule classifying violations of the law and its executive regulations.
