The Economic and Development Affairs Council (EDAC) held a meeting via videoconference,beginning by reviewing the Ministry of Economy and Planning’s monthly report on key developments in the global economy amid rapid geopolitical shifts.
The report highlighted rising global inflationary pressures and tighter monetary policies by major central banks, as well as their impact on the Saudi economy and the challenges and opportunities arising from these changes, affirming the Saudi economy’s resilience in facing regional and global developments.
According to the Saudi Press Agency (SPA), the report noted continued growth in private-sector activity. The Purchasing Managers’ Index (PMI) rose to 53.8 points in August 2026 from 53.1 a month earlier, extending growth for a fifth consecutive month despite regional tensions.
The Business Confidence Index (BCI) also rose 0.2 points to 56.7, reflecting businesses’ confidence in the outlook for the Saudi economy and its ability to sustain growth.
The Council discussed a report submitted by the Strategic Management Office on the performance of Saudi Vision 2030 realization programs and national strategies in Q2 2026.
The report highlighted the transformational efforts of the past decade and the strong foundations they established, enabling Vision 2030 to enter a phase focused on maximizing impact, consolidating gains and sustaining achievements across its three pillars: A Vibrant Society, a Thriving Economy and an Ambitious Nation.
The report also highlighted qualitative developments reflecting Vision 2030’s resilience and ability to adapt to changing circumstances.
The Council reviewed the Quality of Life Program Center’s annual report on its key activities in 2025. The report covered efforts to enable the Quality of Life Program, one of the Saudi Vision 2030 realization programs, to achieve its strategic objectives and advance its initiatives.
The report highlighted several achievements, including the initiatives’ 44% contribution to local content at end-2025, exceeding the 37% target. Their contribution to growth domestic product (GDP) reached SAR 78 billion, surpassing the SAR 77.1 billion target.
This reflects the program’s growing role in supporting the national economy and contributing to Vision 2030 targets.
The Council also reviewed the annual report submitted by the Secretariat of the Citizen Account Program Committee on the program’s performance in 2025.
The report highlighted efforts to direct support to eligible households and individuals, covering the beneficiary journey from registration through eligibility and entitlement, as well as the program’s operational, economic and financial impact.
Total support provided through the Citizen Account Program since its launch reached about SAR 262 billion, while the number of beneficiaries totaled about 2.4 million, underscoring the program’s role in supporting beneficiary households and strengthening the social protection system.
The Council reviewed the quarterly presentation submitted by the National Center for Public Agencies Performance Measurement on public agencies’ performance in Q2 2026, covering government agencies’ Vision 2030 indicators and initiatives, efforts to support and enable agencies to meet their targets, and assessments of their management practices.
The Council affirmed the center’s continued efforts to measure national strategies, review strategic documents and ensure indicators and initiatives cover all strategic objectives.
The center will also continue supporting government agencies through review sessions to address challenges, monitor plans, identify improvement opportunities and follow up on implementation, helping enhance government performance.
The Council reviewed several procedural matters, including the Judicial Facilities Development Strategy and the Clinical Studies Law.
It was also briefed on the monthly executive summaries of the Consumer Price Index and wholesale prices, the quarterly report on the work of the Permanent Price Monitoring Committee, the monthly executive summary on foreign trade, and the key reports underpinning these summaries.
The Council took the necessary decisions and recommendations on these matter, SPA reported.
