Saudi Arabia’s Ministry of Municipalities and Housing (MOMAH) has launched an updated contractor classification mechanizm as part of a regulatory initiative aimed at developing the contracting sector and improving project delivery efficiency.
In a statement, the ministry said the updated framework is based on a comprehensive evaluation model covering technical and financial aspects, prior project delivery experience, and institutional capabilities, under a rigorous methodology spanning a broad range of sectors.
These sectors include construction and building, telecommunications and information technology, catering and food services, cybersecurity, exhibitions and conferences, real estate development, and operations, maintenance and services. The ministry said the mechanizm will enhance contractors’ readiness to participate in government projects with greater efficiency and reliability.
The updated mechanizm is fully digitized through Balady platform, enabling beneficiaries to complete all classification procedures electronically, from application submission and evaluation to the issuance and self-printing of classification certificates immediately upon approval, without the need to visit government entities.
The ministry added that the digital transformation will help accelerate procedures, improve data accuracy, and enhance information reliability. It will also enable government entities to electronically verify classification certificates and ratings, while building an integrated database covering completed projects, main contractors, and subcontractors.
