RIYADH — The Transport General Authority (TGA) recorded more than 1,550 violations related to unlicensed passenger transport activity, known locally as “kaddada,” during inspection campaigns carried out over the past week in coordination with relevant authorities across the Kingdom.The authority said regulatory measures were taken against violators in accordance with the new Land Transport Law on Roads and its executive regulations.Penalties included vehicle impoundment, financial fines and deportation of non-Saudis.According to TGA, inspection teams detected 897 individuals engaged in preparatory solicitation activities, including calling out to passengers without a license, in addition to 653 violators who transported passengers through illegal means. Legal penalties were applied in all cases.The authority noted that the updated transport law strictly prohibits practicing road transport activities without obtaining a valid license.Under the regulations, repeat offenders engaged in solicitation activities face fines of up to SR11,000 and vehicle impoundment for 25 days.Those operating illegal transport services face fines of up to SR20,000 and vehicle impoundment for up to 60 days.In cases of repeated violations, authorities may auction the vehicle and deport non-Saudi offenders.TGA said the inspection campaigns form part of its ongoing efforts to curb illegal practices that undermine passenger safety and service quality, while improving competitiveness in the transport sector.The campaigns also aim to enhance compliance rates in line with the National Transport and Logistics Strategy.The authority urged individuals involved in transport activities to review the Land Transport Law and its regulations.
