RIYADH — The Transport General Authority (TGA) has arrested two foreign nationals for operating road transport activities without a valid license, known locally as “kaddad,” and applied penalties that include deportation and fines of up to SR12,000.The violations were detected by TGA inspection teams during field monitoring campaigns.Authorities confirmed that the penalties were imposed in accordance with the Land Transport Law and its executive regulations, which prohibit practicing any road transport activity without a license.The law bans soliciting passengers, calling out to them, pursuing or intercepting them, or gathering in passenger areas for the purpose of offering transport services.The authority said penalties under the law include financial fines, vehicle impoundment, and deportation of non-Saudi violators once the offense is proven.TGA stressed that unlicensed transport activities pose risks to public safety, negatively affect service quality, and undermine fair competition by harming licensed operators.The authority affirmed that it will continue field inspection campaigns across all regions of the Kingdom, in coordination with relevant entities, to ensure compliance, monitor violations, and enforce penalties without leniency.It also urged all individuals engaged in transport activities to regularize their status and obtain proper licenses through official channels, noting that regulatory frameworks aim to enhance sector efficiency, improve service quality, and strengthen safety and reliability in line with the National Transport and Logistics Strategy.
