Saudi Arabia’s Ministry of Municipalities and Housing (MOMAH) launched the “Contractor Coding” initiative, aimed at improving the efficiency of municipal project delivery, enhancing execution quality, and ensuring contracts are awarded to qualified contractors, thereby strengthening transparency and project reliability.
In a statement, the ministry explained that the initiative is based on preparing a periodic list of non-compliant contractors involved in municipal and housing projects. Contractors facing performance issues will be barred from participating in new tenders issued by the ministry, as part of efforts to regulate the contracting market and encourage compliance with approved standards.
The ministry noted that the initiative will help create a more disciplined execution environment through specialized committees tasked with reviewing and auditing data submitted by bid evaluation committees at municipalities. An updated list will be issued on a semiannual basis, supporting qualified contractors and limiting the award of projects to unqualified firms.
It added that the initiative includes a clear mechanism for grievance and requests to reduce the duration of listing through rehabilitation and development programs aimed at improving contractor performance and shortening suspension periods. Such requests will be reviewed by relevant committees based on specific criteria, including past performance, credit rating, and the level of compliance in executing government projects.
The ministry emphasized that the initiative aligns with Saudi Vision 2030 objectives to enhance government spending efficiency, improve the quality of capital projects, strengthen governance in public contracting, support urban infrastructure development, build more efficient and sustainable cities, and enhance quality of life.
