The Ministry of Municipalities and Housing (MOMAH) issued the municipal requirements for private educational buildings, aimed at improving the quality of the educational environment and regulating safety standards and urban planning for private education facilities, including nurseries, kindergartens, schools, and educational complexes.
These requirements apply to private educational buildings constructed on land designated as private educational facilities or government-owned land invested by the private sector, as well as to buildings established on land allocated for commercial use, in accordance with specific controls and standards that ensure optimal land use and provide a safe and integrated educational environment, SPA reported.
The ministry also stated that private educational buildings include all facilities dedicated to educating students in general education, foreign education, and community education. These facilities may be managed or invested in by the private or non-profit sectors, after obtaining a license from the Ministry of Education to provide educational services. They may also include more than one educational stage in accordance with the approved classification.
According to the ministry, the requirements include site selection and planning and architectural standards, which stipulate that an educational building must be located on two streets, with at least one street having a minimum width of 25 meters, and that the number of floors must not exceed the limit specified in the approved Building Code, while complying with mandatory setback requirements. Nurseries, however, are permitted to be located on a single street with a minimum width of 15 meters, provided they are housed in a standalone building.
Moreover, the requirements also allow for the establishment of internal residential buildings for students within licensed educational facilities, provided that such housing is located in a separate building from the educational facility.
The ministry emphasized the importance of adhering to the minimum land area per student, based on the geographic zoning of regions. The required area must not be less than 4 square meters per student at the kindergarten level, gradually increasing to 5 square meters per student in educational complexes, ensuring a suitable educational environment that accommodates the expected student density.
