Saudi Arabia’s housing ministry said it developed more than 16 million square meters of vacant land in 2025 alongside expanded off-plan housing delivery.
More than 16 million square meters of fee-liable white land were developed during the past year, according to Saudi Arabia’s Ministry of Municipalities and Housing (MOMAH).
The ministry launched 108,000 housing units under off-plan sales projects and delivered 18,000 units under the same program in 2025. It also signed 99,000 housing product contracts and offered 12,000 land plots through the Sakani platform.
The executive regulations of the white land fees came into force in August 2025. The regulations set the fee on undeveloped land at up to 10% of its value, in line with urban development priorities, data compiled by Argaam showed.
