The Ministry of Commerce issued more than 80,000 commercial registers in Q2 2025, down 34% compared to 121,520 commercial registers in Q2 2024, according to its quarterly bulletin on the performance of the local business sector.
Riyadh, Makkah and the Eastern Province accounted for the largest number of issued registers in Q2 2025, as follows:

About 11,000 of the total issued commercial registers in Q2 2025 were for limited liability companies, with 7 others granted to special limited partnership (SLP) firms.
Further, as many as 8 commercial registers were issued for joint-stock companies, while 22 and 35 others were handed over to simplified joint-stock and solidarity firms, respectively.
By the end of the second quarter of 2025, total commercial registers in the Kingdom amounted to roughly 1.7 million, including 1.2 million registers for institutions and 467,000 for companies.
Riyadh led in terms of the number of registers with about 586,000, or 34%, of the total. Makkah followed with about 368,500 registers, as shown below:
