Saudi Arabia’s Ministry of Commerce issued 154,600 commercial registers in Q1 2025, up 49% from 104,000 in the prior-year period, according to its quarterly bulletin on the performance of the local business sector.

Riyadh, Makkah and Eastern Province topped in terms of the number of commercial registers issued during the first quarter of 2025, at about 39%, 17% and 16%, respectively, as indicated in the following table:

About 37,000 of the total issued commercial registers in Q1 2025 were for limited liability companies, with 22 others granted to special limited partnership (SLP) firms.

Further, as many as 103 commercial registers were issued for joint-stock companies, while 81 and 123 others were handed over to simplified joint-stock and solidarity firms, respectively.

By the end of the first quarter of 2025, total commercial registers in the Kingdom amounted to roughly 1.68 million, including 1.2 million registers for institutions and 447,000 for companies.

Riyadh led in terms of the number of registers with about 569,000, or 34%, of the total. Makkah followed with about 357,300 registers, as shown below:
