Riyadh led in the number of commercial registers with about 651,000, or 35% of the total in Q4 2025
The Ministry of Commerce issued 123,000 commercial registers in Q4 2025, down more than 23% compared to 160,500 in Q4 2024, according to its quarterly bulletin on the performance of the local business sector. 
Riyadh accounted for the largest number of issued commercial registers at 45,600, or 37% of the total. Eastern Province and Makkah followed at 16% each, equivalent to 20,100 and 19,200 commercial registers, respectively. Qassim Region accounted for 8,600 registers or 7% of the total, Aseer (around 5,000, or 4%) and the other regions (20%).

About 42,850 of the total issued commercial registers in Q4 2025 were for limited liability companies, 56 for limited partnerships, 64 for joint-stock companies, 95 for simplified joint-stock companies, and 397 for general partnerships.
By the end of the fourth quarter of 2025, the total number of commercial registers in the Kingdom was roughly 1.87 million, including 1.27 million for institutions and 597,400 for companies. Registrations for youth-owned sole proprietorships accounted for 55% of total active registrations, while those owned by women represented 48%.
Riyadh led in the number of commercial registers with about 651,000, or 35% of the total. Makkah followed with about 384,000 registers.
