Saudi Arabia will halt the cultivation of perennial fodder crops and shift to seasonal varieties from Nov. 16, 2026, the Ministry of Environment, Water and Agriculture said.

The decision applies to all areas planted with perennial fodder crops in sedimentary aquifer regions across six areas: Al-Jouf, Riyadh, Hail, the Eastern Province, Qassim, and Tabuk, the ministry said in a statement.

Permitted seasonal fodder crops on licensed farms include single-cut and multi-cut Egyptian clover, Italian ryegrass, and annual ryegrass, it added.

The transition is intended to reduce the agricultural sector’s consumption of non-renewable groundwater and curb depletion, improve the efficiency of natural resource use, and support agricultural sustainability, the ministry said.

The ministry urged farmers seeking to grow seasonal fodder crops to apply for licenses through the Naama platform.
