Saudi Arabia’s digital experience maturity rises to 87%, Absher tops platform rankings

RIYADH — Saudi Arabia’s 2026 Digital Experience Maturity Index scored 87.06 percent, achieving an “Advanced” maturity level following a comprehensive assessment of 59 digital platforms, the Digital Government Authority (DGA) announced. More than 805,500 people participated in the “Rate Your Digital Experience” survey, compared with 374,000 the previous year, reflecting the index’s expanding reach and its role in supporting the continuous improvement of government digital services. The assessment was based on four main perspectives covering 20 areas, including beneficiary satisfaction, user experience, complaint handling, and technologies and tools, with the aim of improving digital services and enhancing the beneficiary experience. The index recorded growth compared with the previous year, with the number of platforms assessed rising from 50 in 2025 to 59 in 2026. The Digital Inclusivity sub-index also scored 76.98 percent, achieving an “Empowered” level and reflecting government efforts to design inclusive digital services that enable different segments of society, including people with disabilities and the elderly, to access and benefit from services independently. Absher topped the rankings with a score of 94.38 percent, closely followed by Etimad at 94.36 percent. Senaei ranked third with 92.83 percent, followed by Balady at 92.56 percent and Tawakkalna at 92.50 percent. Musaned scored 92.20 percent, followed by Qiwa at 92.14 percent, Logisti at 91.72 percent, Nama at 91.53 percent, and the Ministry of Tourism portal at 91.16 percent. The Kingdom also ranked second globally in the World Bank’s 2025 GovTech Maturity Index (GTMI) and first regionally for the fourth consecutive year in the 2025 Government Electronic and Mobile Services (GEMS) Maturity Index, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA). DGA Governor Eng. Ahmed Al-Suwaiyan said the results reflect the continued development of digital services in the Kingdom and government entities’ commitment to improving their services and incorporating beneficiary feedback. He added that the progress builds on the support provided to the Kingdom’s digital government ecosystem by King Salman and Crown Prince Mohammed bin Salman, while strengthening Saudi Arabia’s global position in digital government. The Digital Experience Maturity Index’s methodology is updated annually to keep pace with the latest trends in digital experience design and measurement.
