The Real Estate General Authority (REGA) and the Ministry of Justice (MOJ) said that all real estate transactions in Riyadh will now be processed exclusively through the Real Estate Registry (RER), following the completion of title registration procedures for properties within the city’s urban boundaries.

The rollout will be gradually extended to other cities across the Kingdom based on readiness.

Real estate transactions to be processed through the RER in Riyadh include ownership transfers, subdivision and consolidation, real estate unit segregation, title deed updates, and mortgage services.

They also include the registration of in rem rights on property documents, such as endowments and wills, in addition to annotations on title deeds for off-plan sales licenses and other real estate registry-related procedures.

REGA and MOJ said restricting real estate transactions to the RER is part of an organized and integrated transition aimed at ensuring service continuity and preventing disruptions for individuals, companies, and related entities, while fully preserving the reliability of real estate data and records.

According to data available with Argaam, REGA announced earlier this month the completion of the declaration of all real estate zones within Riyadh’s urban boundaries for title registration purposes.

The total number of properties declared since the launch of real estate registry operations in May 2023 exceeded 1.25 million properties across 52 real estate zones.
