RIYADH — Dr. Khalid Al Yousef has been selected to assume the position of Saudi Arabia’s Public Prosecutor, in a move that reflects the Kingdom’s continued efforts to strengthen its legal and judicial framework under Vision 2030.Al Yousef is regarded as one of the legal and judicial figures who accompanied Saudi Arabia’s justice sector transformation over the past decade, a period marked by extensive digitization of court services, streamlined documentation procedures, and significant reductions in litigation timelines in several judicial circuits.The expansion of electronic services and alternative digital platforms has been a central feature of that transformation.He holds a doctorate in comparative jurisprudence from the Higher Judicial Institute at Imam Mohammad Ibn Saud Islamic University.His academic work focused on bridging Islamic jurisprudence with contemporary legal systems, as well as on administrative law and judicial oversight of regulatory decisions.His research background provided a foundation for engaging with evolving legal and institutional challenges.Before his appointment as Public Prosecutor, Al Yousef held several senior roles within the Board of Grievances.He served as a judge in administrative, commercial, disciplinary, and criminal circuits, issuing a wide range of rulings across these areas.He also chaired multiple judicial panels and was a member of the Technical Affairs Office, which is responsible for legal opinions, research, classification of judicial principles, and jurisprudential consultations.His responsibilities within the Board of Grievances extended beyond judicial duties. He supervised the Decision Support Center, including oversight of development and performance monitoring offices, as well as information, reporting, and strategic planning units.He participated in drafting the strategic plan and performance management system, contributed to the Tenth Development Plan, and was involved in initiatives related to the electronic archiving, classification, and publication of court judgments.In 2015, Al Yousef was appointed President of the Board of Grievances. During his tenure, the institution underwent structural and operational changes aligned with the broader justice sector reforms in Saudi Arabia, including the digitization of administrative courts and efforts to enhance transparency and procedural clarity.After nearly a decade leading the Board of Grievances, Al Yousef now assumes leadership of the Public Prosecution, bringing with him extensive experience across judicial administration, legal scholarship, and institutional reform, as the body continues its mandate to uphold justice and safeguard rights and public order.
